feat: add Claude Code plugin (OAC)

- Add Claude Code plugin with marketplace support
- Plugin name: 'oac' for short, clean commands
- Includes test skill: /oac:hello
- Symlinks to shared .opencode/context/
- Remove duplicate OAC refactor context files (moved to .tmp/oac-refactor/archive/)
- Ready for local testing and GitHub marketplace
