fix(skills): Trim auth-ops description under the 700-char cap

The Access + Better Auth trigger phrases pushed description + when_to_use to
847 chars against a 700 hard cap, so tests/validate.sh refused the lane.

Removed only keywords already present verbatim in the same prose sentence
("authorization", "identity-aware proxy") and tightened the when_to_use
examples. Every distinctive trigger is retained: cloudflare access, zero trust,
Cf-Access-Jwt-Assertion, AUD tag, service auth, better auth, passkey, oidc.
Now 664 chars.

Note: this was missed because the lane gated with tests/validate.ps1, which
does not implement the description-budget check that validate.sh enforces.
